How the PSOC Supports Emergency Response
The On-Demand Model: Cross-Trained. Flexible. Resilient.
Bradenton's approach is different. Rather than relying on a fixed emergency management staff, the City has implemented an On-Demand response structure—a flexible model that activates trained personnel from across all departments as needed.
Staff from Public Works & Utilities, Police, Fire, Communications, and more are cross-trained under the National Incident Management System (NIMS). This allows the City to:
- Activate additional staff quickly during storms or emergencies.
- Maintain essential operations even during long-term events.
- Assign specialized staff to roles in logistics, planning, operations, public information, and recovery.
- Ensure continuity of leadership and response coverage.
This model was successfully put to the test during the historic 2024 hurricane season, when Bradenton responded to three major storms in quick succession.
