General Purpose of the Position: The purpose of this position will be to reconcile parking tickets, collection of parking fines, and perform clerical work in the Records Section.
Nature of Work:
The purpose of this position is to provide quality customer service and perform a variety of routine clerical and cashier duties relating to the collection and reconciliation of parking tickets and clerical functions involving the processing of police records. This position requires strong interpersonal skills in dealing with co-workers and the general public. Clerical duties are in an office setting and center on the processing and maintenance of police records and files, but also requires quality customer service and cashier duties at the public window. A professional, compassionate bearing will be required, especially while dealing with crime victims.
Essential Duties and Responsibilities:
- Receive parking ticket payments by mail and in-person and credit to correct customer accounts.
- Maintain records of monies received and issue appropriate receipts.
- Balance cash and combined receipts for bank deposits.
- Extensive contact on the telephone and in-person with members of the public inquiring about parking ticket issues and police records.
- Receive money and issue receipts for parking permit purchases.
- Maintain records of all issued parking permits and records of monies obtained for parking permits.
- Ensure adherence to proper procedures regarding records and dissemination.
- Review, process, and disseminate police records.
- Provide information in accordance with Public Records and Records Retention laws, regulations, and policies.
- Perform record checks, as requested, via mail, telephone or fax.
- Assist with Seal and Expunge of records.
- Process and track citations and send to the Clerk of Court.
- Assist with providing MSO Victim Rights Advocates with the required police reports.
- Review and process requests for background checks.
- Maintain confidentiality of all files.
- Sign and distribute subpoenas for Department.
- Track citations and send them to the Clerk of the Court.
- Computer data entry.
- Maintain an organized and accurate filing system with other clerks.
- Data inquiry.
- Assist with completion of all NIBRS/FIBRS reporting requirements to ensure all records possess appropriate requirements for statistical purposes.
- Report any problems encountered in the Records Section to the Records Supervisor.
- Answer customer inquiries at the service counter or over the telephone.
- Perform administrative duties as deemed necessary for the efficient functioning of the Police Department as assigned by the Assistant Chief of Police or Designee.
Desirable Knowledge, Skills, and Abilities:
- Knowledge of methods of handling and accounting for money and negotiable instruments.
- Ability to operate a desktop computer and software programs.
- Ability to make computations and tabulations with speed and accuracy.
- Ability to communicate effectively both orally and in written form.
- Ability to work alone.
- Knowledge of State Statutes and Local Ordinances as it pertains to parking regulations & city ordinances.
- Ability to demonstrate a polite, helpful, courteous, and professional image when helping citizens and other employees and the ability to handle frequent interruptions.
- Ability to type proficiently.
- Knowledge of the operations of the Department and responsibilities of the overall organization.
- Ability to gain knowledge of Constitutional Amendments, state statutes, and City/county ordinances about records management and confidentiality.
- Ability to establish and maintain close, effective working relationships with employees.
- Ability to interact positively with the general public.
- Ability to quickly gain knowledge of the operations of the Department and responsibilities within the overall organization.
- Very frequent walking, standing, bending, occasional kneeling.
- Very frequent light lifting and carrying (less than 15 pounds), frequent moderate lifting (less than 44 pounds).
- Must have possession of and the ability to maintain a Florida Driver’s License.
Computer Equipment and Software Requirements: MS Windows Environment with the use of MS Office Products. Will be required to gain proficiency in Central Square Records Management System (RMS) and Power DMS; master skills associated with the use of a telephone, copy machine, Microsoft Windows, and Office. Occasional operation of a Departmental vehicle (non-pursuit rated) for special circumstances
Education and Experience Required: High school diploma or GED equivalent, plus two (2) years of experience as a cashier, preferably in a customer service environment; or the equivalent in education, training, and experience that would provide the necessary knowledge, skills, and abilities. Possession of and ability to maintain a valid Florida Driver’s License. Must pass background check, polygraph test, and FCIC test. Experience working in a Law Enforcement agency a plus.
Environmental Conditions: Primarily indoors in an office environment with occasional outdoor work, which is frequently noisy.
Pay Grade: 110
