Classification:                                     Essential:  This position is an Essential classification and will require the employee to report to duty before, during and after a hurricane or emergency.

 

Schedule:                                             This position normally works a regular weekday daytime shift and

requires scheduled/unscheduled work hours, including evenings, weekends and holidays and/or immediate response to

emergency conditions.

 

Supervision Exercised:                       SupervisesDivision Directorsin collaboration with, or at the direction of, the

Public Works & Utilities Director, Division Directors, Superintendents and other management personnel, including

 supportservicessectionpersonnel andadministrativestaff.

General Purpose of the Position:         Under administrative direction, manages the City’s administrative public works programs and activities.  Coordinates the development and execution of complex capital projects and provides highly responsible and complex administrative support to the Director of Public Works & Utilities.  At the discretion of the City Administrator, may act in the absence of the Director of Public Works & Utilities as director for administrative management. 

 

Challenges:  The City of Bradenton’s wastewater systems and water infrastructure require upgrades to its wastewater and sewage treatment system.  The Deputy Director will assist with ensuring that improvements to the City’s sewage treatment plant are compliant.  Assists with addressing issues in the collection system and ensuring the availability of backup power.  Organizational and Operational Assessment - ensures that the recommended changes and improvements align with the future of the City and continuing to build upon the future of the City’s growth pattern. 

Provides timely updates to Director and City Administration.  Assists with the development and update of, and provides recommendations for the City’s Capital Improvement Plan (CIP) and ensures continued evaluation of asset management systems and technology is used to provide business justifications for new or additional technology and its perceived benefits to the organization.  Evaluates and recommends to the Director and City Administration budget allocations for personnel and capital programs.  Develops formal policies and procedures for administration and operations of all Department programs and public works and utilities areas.

 

Essential Duties and Responsibilities:

  • Supports and assists the Director in the planning, directing, management and oversight of the activities, projects and operations of the Department.
  • Manages and participates in the development and implementation of department goals, objectives, policies and procedures, and priorities for assigned divisions.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of improvements.
  • Participates in the selection, training, evaluation, and motivation of public works staff.
  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work plan for assigned Divisions; meets with staff to identify and resolve problems; assign work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures. 
  • Assists with coordinating administrative functions with the City’s centralized Human Resources, Finance and Purchasing.
  • Carefully coordinates administrative functions in Human Resources, Finance and Purchasing with City's centralized Administrative Services Department.
  • Assists with the preparation of and manages budget, including identification of staffing, equipment, material, and supply needs; assists in the preparation of project costs; monitors and approves expenditures.
  • Supervises and participates in the preparation and evaluation of requests for proposals relating to assigned projects; directs the preparation of project cost estimates for competitive bidding. 
  • Manages and administers consulting and other related contracts; reviews work to ensure compliance with specifications, and ensures compliance with codes, ordinances, and standards.
  • Serves as a liaison for the department with other City departments, divisions, and outside agencies; negotiates and resolves significant and controversial issues.
  • May make formal presentations to the Mayor, City Council, City Administrator, and the general public. Prepares related comprehensive written reports and oral presentations. 
  • Answers inquiries from the public and staff, reviews and investigates citizen complaints and service requests ensuring appropriate disposition. 
  • May assist with the management of complex capital improvement projects, from inception to completion; make recommendations and implement necessary and appropriate changes; conducts continuous analysis of future proposed projects affecting the City.  
  • Prepares and/or participates in preparation of applications for State and Federal funds or grants; monitors compliance with applicable terms of such grants.
  • Assists with the development and implementation of short and long-range planning activities and strategies.
  • Leads professional accreditation initiatives. Pursues and oversees multiple accreditation processes together with policy development and review, including but not limited to the American Public Works Association (APWA).
  • Create and foster an environment and culture of collaboration, teamwork, innovation, and efficiency.
  • Independently interprets and applies policies, procedures, laws, codes and regulations pertaining to capital projects, public works inspections, and public works permitting processes.
  • Independently researches and analyzes problems, identifies solutions, project impacts of proposed actions and implements recommendations.
  • Assist with full administrative management responsibility for all Public Works & Utilities Department services and recommends and administers policies and procedures to Public Works Leadership and City Administration.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  • May assign projects and programmatic areas of responsibili­ty.  Reviews and evaluates work methods and procedures and identifies risk and makes recommendation for resolution.  
  • Plans, coordinates and oversees work load, administrative and support systems, and internal reporting relationships and identifies opportunities for improve­ment
  • Administers contracts for project/program quality, fiscal control and other parameters required by specific funding sources.
  • Ensures Public Works City contracts are current and reviews for accuracy and consistency.  Determines and identifies future needs for outside services.

 

Knowledge, Skills and Abilities Required:

  • Knowledge of principles of budget and contract administration, system and procedures, and public bidding process and procedures.
  • Understands principles of civil engineering, inspection practices, and permitting procedures to include principles of construction practices and capital project development and execution.
  • Thorough knowledge of any applicable Federal, State and local laws, codes and regulations.
  • Knowledge of techniques used in dealing with the public and customer service.
  • Communicate clearly both orally and in writing.
  • Establish and maintain effective working relationships with staff, Mayor, City Council, City Administrator and the general public. Represents the Public Works & Utilities Department to other city depart­ments, elected officials and outside agencies; coordinates Department activities with those of other depart­ments, outside agencies and organizations.
  • Assesses and monitors the City’s infrastructure to provide adequate levels of public service both for existing systems/networks and extensions/developments.
  • Learns and implements new methods, technologies, and equipment related to this position, as they become available. May require specific training, certification or licensing.
  • Plans and coordinates educational/training forums in the Public Works Department.
  • Research, collect, compile and analyze information and data, present findings objectively, clearly and concisely and prepare reports with conclusions and recommendations; organize work to meet schedules and timelines. Performs other related duties as assigned.
  • Oversees, trains, manages and ensures the successful implementation of an Asset Management System. 
  • Leads professional accreditation initiatives.  Pursues and essentially, oversees but not limited to the American Public Works Association (APWA) accreditation process including policy development and review.
  • Develops, communicates and implements a shared vision for Public Works
  • Provides administrative support to management in any and all phases of the management. Makes sound and sustainable recommendations.
  • Makes presentations, and develops reports on a variety of public works related functions.
  • Delegate authority and responsibility.
  • Lead and direct the operations, services and activities of the Public Works & Utilities Department in the absence of the Director.
  • Evaluate the technical and economic feasibility of various municipal projects.
  • Coordinate design, construction, inspection, and maintenance activities for a variety of projects.
  • Perform other related duties as assigned.

 

Computer Equipment and Software Requirements: Computer with Windows operating system; Microsoft Office programs.   

 

Education and Experience Required:  Bachelor's degree in construction management, urban planning, architecture, civil engineering, or a related field, with a minimum of eight (8) years' experience in a public sector public works environment.  Minimum of four (4) years management or supervisory experience in a local government public works division within eight (8) years preceding date of appointment.  A Master's degree in one of the specified fields with two (2) years professional experience may be considered.  At the discretion of the City Administrator, an equivalent combination of education and experience may be considered.

 

Possession of and ability to maintain a Florida Driver’s License required.

 

Environmental Conditions:  Work is primarily performed indoors.  Occasional outside exposure to varying and extreme weather conditions for short periods of time where employees are exposed to excessively loud noises from construction equipment, exposure to live sewer systems, human debris, drug paraphernalia, hot tar and asphalt, heavy equipment, working in and around trenches, hazardous gases, fumes, paint, chemicals and pesticides.  Physical effort may be required to enter confined and cramped spaces and uncomfortable conditions, climb ladders, bend, reach, and stand for long periods of time.  Occasional exposure to slippery and/or uneven surfaces; heights above twenty (20) feet; below ground level, with feet, legs and/or hands in water.  Occasional exposure to confined spaces.  Subject to 24-hour call back for emergency conditions.  Appropriate training and safety equipment will be provided for all conditions.
