Schedule: This position normally works a regular weekday daytime shift and requires immediate response to emergency conditions.

Supervision Received: Works under the direction of and is responsible to the Risk Safety & Liability Manager or designated representative.
General Purpose of the Position: Under the direction of the Risk Safety & Liability Manager, assists in managing activities related to safety, insurance, and loss control.
Essential Duties and Responsibilities:
- Assist with insurance claim subrogation – follow through to recover damages to city properties with insurance carriers and/or private individuals.
· Review and make recommendations on proposed contract provisions in support of insurance proposals and agreements.
- Coordinate efforts to comply with Title II of the Americans with Disabilities Act (ADA) and oversee investigation of any complaints of violations of Title II.
- Maintain and update all files, electronic and paper, related to Risk Management, liability claims, workers’ compensation claims, litigation, subrogation, and restitution.
- Assist with claims handling for worker’s compensation and public liabilities.
- Enforce safety rules by conducting periodic safety inspections of construction sites run by city crews.
- Documents finding of inspections and submits job-site inspection reports to the applicable Department Director or designee. Inspection items included are: hazard analysis to identify areas of potential risk to employees and advise the Supervisor (such as unmarked trenches, unsafe acts by other trades, etc.).
- Maintain and update the employee driver’s license database and ensure license checks are done periodically and MVRs pulled as necessary.
- Assist in maintaining and creating reports to department heads and city administrator.
- Coordinate outreach and communication efforts related to safety – newsletter, “toolbox talks”, safety slogan, coordinate specialized safety training, etc.
- Assist with accident investigations, injury investigations, and facility safety inspections.
- Assist with the management and oversight of the Safety Committee.
- Work with private citizens to submit claims to the City for damages.
- Assist with the oversight and implementation of the Safety Incentive Program.
- Advise and inform the Risk Safety & Liability Manager, Administrative Services Director and/or the Finance Director regarding issues and concerns relating to Risk Management & Safety; provide statistical reports as required.
- Respond to inquiries regarding Risk and Worker’s Compensation issues.
- Meet and confer with representatives of various City departments concerning claims against the City and safety matters, in accordance with the City’s policies, ordinances and state statutes.
- Serves as the City’s Safety liaison and a resource for the public; building and maintaining effective relationships with the business community, advisory boards, community organizations and citizens.
- Coordinate the City Safety Training programs, monthly, quarterly, and yearly when necessary.
- Attend Safety, Risk Management or Worker’s Compensation workshops, seminars, classes and meetings when beneficial to the City.
Skills and Physical Abilities Required:
- Knowledge of workers’ compensation insurance, loss control measures, including fleet and liability insurance.
- Knowledge of safety administration and safety programs.
- Knowledge of applicable OSHA requirements as it relates to Construction and General Industry.
- Knowledge of municipal government operations and general office operations, including proper recordkeeping.
- Considerable knowledge of ADA and other pertinent laws.
- Knowledge of federal, state, and local laws, City ordinances, and other applicable regulations, standards and requirements, as well as court and regulatory body decisions governing or related to the fields of Worker’s Compensation and Liability.
- Normally within an office setting requiring limited physical effort, but can include outside work conducting work site visits, safety inspections, and accident investigations.
- Ability to understand and carry out complex oral and written instructions.
- Ability to establish and maintain effective working relationships with City officials, employees, and the general public.
- High level of organization.
- Regularly operates a city vehicle.
- Ability to identify problems and to initiate solutions and/or corrective measures.
- Performs other related duties as assigned.
Computer Equipment and Software Requirements: Proficiency in computer software and the ability to adapt to other software programs with ease including Microsoft Office products. Basic knowledge of MUNIS ERP systems and/or asset management module software is preferred.
Education and Experience Required: At least two (2) years of college in a related field plus two (2) years of work experience in the insurance industry, claims adjusting/processing, legal background, safety programs, training programs, and/or some investigative background is required.
Must have completed 30-hour OSHA construction safety class or equivalent within the last three (3) years. Must possess or ability to obtain ADA Certification within one (1) year of hire.
Preferred: Associate of Risk Management (ARM), ARM-P (Public Entity), preferred. Chartered Property/Casualty Underwriter (CPCU) designation, desired. Public Sector Florida experience preferred.
At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the employee with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.
Valid Florida Driver License is required or ability to obtain within 30 days of establishing residency in Florida and ability to maintain a valid Florida driver’s license.
Environmental Conditions: Mostly indoors in an office environment. May be outdoors occasionally for accident investigations or safety issues.
