Classification:                                    Essential:  This position is an Essential classification and will require the employee to report to duty during or after a hurricane or emergency.

 

Schedule:                                            This position normally works a regular weekday daytime shift and requires scheduled/unscheduled overtime, including evenings, weekends, and holidays and/or immediate response to emergency conditions.

Supervision Received:                      Engineering Section Manager

           

General Purpose of the Position:    Develop, maintain, and support the City’s enterprise systems to drive innovation, sustainability, and operational efficiency.

 

Essential Duties and Responsibilities:

  • Act as an asset management/spatial data project liaison between City departments, ensuring effective communication and collaboration.
  • Manage Land Information System projects, guiding staff on design, development, and implementation.
  • Maintain and update infrastructure data, ensuring accuracy and usability.
  • Develop and manage databases and integrate geospatial data with departmental systems.
  • Coordinate data collection and ensure compliance with established data entry standards.
  • Facilitate efficient transfer of geographic and administrative data between systems, including cloud-based platforms.
  • Support sustainability and smart city initiatives by providing innovative spatial solutions and analytics.
  • Research and implement emerging spatial technologies, including geospatial AI and machine learning tools.
  • Perform other related duties as assigned, including emergency response tasks and other projects

 

Skills and Physical Abilities Required:

  • Proficiency in GIS principles, spatial analysis, and database design, including knowledge of relational databases and cloud-based GIS and asset management platforms (e.g., ArcGIS Online, ArcGIS Enterprise).
  • Strong technical expertise in programming languages such as Python, SQL, JavaScript, and familiarity with machine learning or geospatial AI tools.
  • Experience with digital mapping, data visualization, and modern GIS tools, including Esri software, and AutoCAD.
  • Knowledge of relational database systems, data storage and retrieval, and general design principles.
  • Ability to sit at computer workstations for lengthy periods and utilize computer keyboards, mouse devices and other computer associated accessories.
  • Ability to communicate technical concepts effectively to non-technical stakeholders.
  • Strong problem-solving, teamwork, and analytical skills.

 

Computer Equipment and Software Requirements:  Proficiency in Microsoft Office Suite and extensive expertise in the ESRI suite of GIS software, including ArcGIS Pro and ArcGIS Desktop. Knowledge of Python, R, and database management systems like SQL Server for data analysis, automation, and spatial modeling. Knowledge of web mapping technologies and frameworks, including ArcGIS Web AppBuilder. Knowledge of AutoCAD and/or ArcGIS, with ability to translate and integrate data between CAD platforms and enterprise software, including for planning and design purposes.  Proficiency in these computer software programs and the ability to adapt to other software programs is required.

 

Education and Experience Required: 

  • Bachelor’s degree in Computer Science, Geography, Environmental Science, or a related field.
  • Minimum of three (3) years of experience in database development, mapping, and application development. Equivalent combinations of education and experience will be considered.
  • Preferred certifications include Esri Technical Certification, GISP, or cloud certifications.
  • Valid Florida driver’s license and a clean driving record.
  •          At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.
