Classification: Essential: This position is an essential classification and will require
employee to report to duty after a hurricane or emergency.
Schedule: This position normally works a regular weekday daytime shift.
Supervision Exercised: None
Supervision Received: Works under the direction of and is responsible to the City Administrator and Director of Public Works & Utilities or their designated representative(s). General assignments are directed from the department Director with some degree of latitude for use of independent judgment in work methods and procedures.
General Purpose of the Position: The purpose of this position is to manage and coordinate all aspects of refuse reduction initiatives, clean neighborhoods and coordinate efforts between departments. The incumbent will thoroughly analyze the collection of solid waste operations, performance, capacity, obstacles and provide proposed solutions to the City Administrator and Public Works Director, City Council, and Mayor. Incumbent will provide planning, support, and assistance to the City Administrator, Public Works & Utilities, Code Enforcement and other involved department heads.
- Conducts in-person assessments of City service areas, neighborhoods, apartment/multi-family housing units, businesses, to review City operations, neighborhood patterns and/or practices and provide multi-faceted and coordinated plans and recommendations to solve clean community issues.
- Provides outreach, neighborhood relationship development, community education to individuals landowners, commercial landowners, multifamily dwelling/apartments landlords and other groups, This outreach education and encouragement is related to waste collection services and objectives, service users discarding procedures, rules, code enforcement, illegal dumping, impermissible practices, and expected enforcement mechanisms that are related to refuge/debris/yard waste, large items pickup and bulk waste.
- Must be dedicated to establishing clear strategies, program, and execution teams to persuade, encourage and enforce the rules, ordinances, and resolutions, by including education, inspection, and enforcement initiatives designed to bring about compliance with the City’s community, property owner and tenant education city-wide.
- Provides various administrative materials, notices, warnings including but not limited to, notice of violations, orders to vacate, cease and desist notices, and other administrative advisements.
Essential Duties and Responsibilities:
- Raises awareness of solid waste handling practices and options for businesses, organizations and residents so that each takes personal responsibility to improve the environment and community.
- Develops relationships and partners with landowners, local officials, neighborhood and community groups, commercial multifamily landowners/landlords, other local government officials to strengthen the Clean City impact in the community.
- Develops, plans, coordinates, and manages programs related to waste reduction, composting, and recycling.
- Has a thorough understanding of principles and practices of Code Enforcement and Zoning.
- Has thorough understanding of principles of environmental health programs and refuge collection.
- Ability to interpret pertinent Federal, State and local laws, codes and regulations, collective bargaining agreements.
- Thorough knowledge of occupational hazards and standard safety practices.
- Prepares program plans, goals, objectives, budgets and other materials as needed.
- May attend community events and meetings to promote the organization and City initiatives.
- May attend workshops and seminars as needed.
- Collaborates and works closely with Public Works, Code Enforcement and Police Department.
- Oversees City initiatives. Provides good customer service to members of the community, the public at large, and elected officials as well as senior executive level government managers and policy makers.
- Assist with any issues that may arise at events or collections including cleanup requests.

Computer Equipment and Software requirements: Experience with personal computers and software packages such as Word, Excel, and Microsoft Office is desired.
Education and Experience Required: Experience, technical training and/or certification combined with (10) years of experience in solid waste operations-management including: knowledge of personnel rules/collective bargaining agreements (administration and negotiation). At least five (5) years of experience involving analytical examination, analysis, and research, of operations/fiscal/personnel/capital asset plans to identify and develop systems improvements with refuge collection and “clean-city” initiatives. At least 5 years of experience in community outreach, education, and partnership development in regards to creating, implementing, managing citywide beatification efforts and programs. Experience in troubleshooting and successful community cleanup programs working with elected officials, Senior level City management, neighborhood landowners and associations preferred. Possession of and ability to maintain a valid Florida driver’s license.
Environmental Conditions: Both inside in an office environment and outside within and around all areas of the City. May be required to work outside in varying and extreme weather conditions for extended periods of time. Physical effort may be required to perform heavy manual labor. May be exposed to slippery and/or uneven surfaces.
